AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, issuing warnings about a potential threat to democratic processes just eight days before national elections.

Study Shows Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog noted in a report released ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these parties, the study pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The vice-chair of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed across the continent for the showing of the PVV.

The far-right party of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, implying the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
